Secretary of State Marco Rubio has issued a sweeping 90-day halt on most foreign aid spending, leaving it unclear whether military assistance to Ukraine is affected.

The pause applies to nearly all existing foreign aid programs, sparing only Israel, Egypt, and emergency food assistance.

A review will determine which programs resume, leaving Ukraine and other key allies in limbo.
